How can we strike a balance in the relationship between government and business? Private entrepreneurs have the most say. On December 6, a symposium on "Building a New Type of Close and Clean Relationship between Government and Business" was held, hosted by the Wenzhou Municipal Commission for Discipline Inspection and Supervision and Wenzhou University, and undertaken by the Clean Wenzhou Construction Research Center. Su Xiaofeng, chairman of Wanyang Group, was invited to participate in the brainstorming session.

Wanyang Group is one of the top 500 private enterprises in China. It has developed and constructed 164 Wanyang Innovation Parks nationwide, attracting over 18,000 manufacturing enterprises and creating nearly 1 million jobs. "Wenzhou understands what private enterprises value most, what they like most, and what they need most." Su Xiaofeng stated that as a homegrown Wenzhou enterprise, Wanyang's success is inseparable from the continuously optimized business environment.

"What private enterprises value most is the strength of the industrial chain and the maximization of investment returns." In Su Xiaofeng's view, Wenzhou is currently working to build two trillion-level industrial clusters and ten over-100 billion characteristic industrial clusters. It is also deeply implementing chain supplementation, strengthening, and extension, establishing a chain-leader system, and other ten "one" work mechanisms. This not only cultivates a fertile ground and a relaxed innovation environment for the high-quality development of Wenzhou's private enterprises but also provides a strong backing for them to give full play to their potential and strive for success."

In the process of giving full play to their potential, efficient and convenient procedures are what Su Xiaofeng appreciates most. Su Xiaofeng was deeply touched by the Wenzhou Municipal Party Committee and Municipal Government's continuous efforts to serve enterprises, especially the two "Healthy" direct communication channels for government-enterprise talks, which have genuinely helped enterprises solve their urgent problems, allowing enterprises, including Wanyang Group, to focus on development without distraction.

Land is a necessity for the development and growth of enterprises. Wenzhou has established a "data-based land acquisition" intelligent evaluation system, connecting functional departments to automatically obtain data such as per-mu tax revenue, R&D ratio, and enterprise honors, for land use qualification determination and land supply order scoring and ranking, and land is supplied according to the ranking. "Using data to speak, this method of obtaining land is convenient and fairer." said Su Xiaofeng.

Currently, Wanyang has a presence in 43 cities nationwide. Looking at Wenzhou from a broader perspective, Su Xiaofeng has his own insights on further optimizing the business environment. He cited examples such as some cities establishing enterprise whitelists, conducting digital assessments of output value, tax revenue, and employment, and allocating all preferential policy resources to whitelisted enterprises, truly using results-oriented and data-driven approaches; some cities implementing an enterprise "110" mechanism, where enterprises can call at any time with any difficulties, receiving a response from a leading cadre within half an hour and resolution within 24 hours; and some places establishing enterprise "quiet days," where inspections are only conducted on two days a month, and no inspections are allowed on other days…

"The implementation and refinement of optimizing and improving the business environment require detailed implementation rules." Su Xiaofeng believes that we should further suggest improving communication channels, establishing a unified business environment hotline, setting time limits for handling matters, and directly reporting unresolved issues to top party and government leaders. Secondly, further optimize professional teams, suggesting the establishment of a team that truly understands technology, industry, capital, markets, and management, anticipating the needs of enterprises in terms of land, finance, and talent, better serving enterprises, and resolving their urgent needs. Thirdly, further strengthen integrity guidance, establish a special disciplinary office for serving enterprises, provide guidance and technical support, and contribute to the construction of clean private enterprises.
