Hangzhou, July 5 (China Economic Net) -- According to the Zhejiang Provincial Department of Science and Technology, the Zhejiang Provincial Government recently issued the "Implementation Opinions on Accelerating the High-Quality Development of High-tech Industrial Development Zones (Parks)", the full text of which is as follows.
In accordance with the deployment requirements of the State Council and the Zhejiang Provincial Party Committee and Provincial Government, in order to further promote the high-quality development of high-tech zones, the Zhejiang Provincial Government has issued the "Implementation Opinions on Accelerating the High-Quality Development of High-tech Industrial Development Zones (Parks)".
(1) Focus on three key areas: First, focus on high-quality and innovative development, emphasizing the construction of an innovation highland. Adhere to the direction of "developing high technology and achieving industrialization", grasp the positioning of "high" and "new" development, and highlight the creation of a functional innovation highland and a high-tech industrial highland; second, focus on open innovation and strengthen the radiating and driving effect. Adhere to open and collaborative innovation, accelerate integration into the global innovation system, lead and drive regional innovation-driven development, and provide strategic support for building a new development pattern. Third, focus on institutional innovation and improve the efficiency of resource allocation. Adhere to the dual-engine drive of technological innovation and institutional innovation, use digital reform as a driving force, increase the supply of resources such as science and technology, finance, land, finance, and ecological environment, and continuously innovate management systems and mechanisms and resource allocation mechanisms.
(2) Define two-stage goals. Focusing on high quality, competitiveness, and modernization, high-tech zones will be built into a demonstration area for innovation-driven development, a pioneering area for high-quality development, and a supporting platform for a new development pattern. By 2025, the proportion of R&D expenditure to GDP in high-tech zones will reach about 8%; the per-mu tax revenue in high-tech zones will reach about 420,000 yuan/mu; the added value of industries above designated size and the number of high-tech enterprises will both exceed 50% of the provincial total; the level of green development will be at the forefront of the province; achieve full coverage of national high-tech zones in prefecture-level cities and provincial high-tech zones in strong industrial counties; Hangzhou and Ningbo national high-tech zones will enter the top 10 nationally and strive to create world-class high-tech parks. By 2035, high-tech zones will become the backbone of technological and industrial innovation, an important support for a high-level innovative province and a global advanced manufacturing base.
(3) Strengthen five types of measures: First, work to improve independent innovation capabilities. Construct high-level science and technology innovation platforms, proactively deploy a number of national and provincial key laboratories, technology innovation centers, and other scientific and technological innovation carriers. Guide the development of high-end talent clusters, create a talent management reform pilot area, and provide policies such as work permits for foreigners to come to China for up to five years. Strengthen the tackling of key core technologies and forge a batch of "trump card" technological achievements. Improve the technological innovation service system, build comprehensive industrial innovation service complexes and pilot test bases, and create a science and technology service highland. Second, fully stimulate the innovation vitality of enterprises. Strengthen the leading role of enterprises in technological innovation, encourage cities and counties to establish enterprise R&D reserve fund systems, and guide enterprises to increase R&D investment. Establish a tiered cultivation mechanism for science and technology enterprises, introduce and cultivate hidden champions, single-item champions, and "chain-leading" enterprises, and create an innovation ecosystem of "leading enterprises + small and micro-enterprises + service environment". Improve the small and medium-sized enterprise incubation and cultivation system, and achieve full coverage of provincial and above-level science and technology enterprise incubators (maker spaces). Third, cultivate and expand modern industrial clusters. Expand and strengthen characteristic leading industries, focus on creating landmark industrial chains, deepen the reform of "evaluating heroes based on per-mu output" and the "chain-leading system", cultivate advanced manufacturing clusters and "rising star" industrial groups, and support the creation of "future factories". Optimize the spatial layout of industrial innovation, adhere to the "integration of production, life, and ecology", and create resilient and intelligent parks. Expand investment in high-tech industries, build diversified application scenarios, and create a future industry pilot zone. Fourth, comprehensively deepen open and collaborative innovation. Accelerate integration into the global innovation system, support the construction of overseas innovation centers, and establish or acquire overseas R&D institutions; promote regional collaborative innovation development, deeply integrate into the integrated development of the Yangtze River Delta; strengthen the radiating and driving effect, explore methods such as one zone with multiple parks, off-site incubation, enclave economy, and partner parks, create an innovation community, and deepen regional economic and technological integration. Fifth, improve the efficiency of resource allocation. Promote institutional and mechanism reforms, establish an authorized item list system, and legally delegate or entrust provincial and municipal economic management powers; provide separate support for limited recommendations of provincial scientific and technological plans, carriers (bases), and talents. Strengthen land resource allocation, promote the governance of the entire regional space, and fully implement the "standard land" system for land supply. Increase financial support, introduce well-known domestic and foreign angel funds, venture capital funds, and equity investment funds, and encourage financial institutions to increase credit to technology-based enterprises. Build a green and ecological development system, support the development of green industries, and promote pilot demonstration projects in green manufacturing.
(4) Implement three guarantees: First, strengthen organizational leadership. Uphold the unified leadership of the Party over the work of high-tech zones; clarify that relevant provincial departments, according to their respective functions, implement the responsibilities of local governments, and strengthen guidance and services for high-tech zones. Second, improve the management and evaluation system. According to the requirements of "first establish a board and create, then assess and identify, and then dynamically expand the area", encourage and guide various development zones (parks) to create provincial high-tech zones in areas where high-tech enterprises are concentrated; actively deploy provincial high-tech zones in 26 counties that are accelerating their development, strengthen technological empowerment, and cultivate and develop tax sources. Third, improve the mechanism for striving for excellence. Strengthen the dynamic monitoring and evaluation of high-tech zones, improve the mechanisms for reporting commendations and criticisms and delisting; for high-tech zones that meet the conditions of the annual comprehensive assessment, provide each with more than 20 million yuan in combined support from provincial science and technology special funds.
