Wanyang City is bustling｜Three-party cooperation builds Cixi Anlong Wanyang Maker City, vitality is gradually revealed

At the Fulian Packaging production workshop, machines are roaring, and workers are busy producing cardboard boxes; at the Jinlai Garment assembly line, workers are making clothes while listening to music, relaxed and enjoying themselves; at the Deloshi Intelligent Electrical Appliances Technology Company production line, sparks are flying, and workers are making electric fan nets... This is the scene witnessed by a reporter on June 23 at Cixi-Anlong Wanyang Innovation City located in Anlong County.

Mass entrepreneurship and innovation. Under the mechanism of East-West poverty alleviation cooperation, the Cixi-Anlong Wanyang Innovation City, jointly built by Cixi City, Anlong County, and Wanyang Group, is a platform for the high-quality development of small and micro enterprises that integrates "industrial agglomeration, industrial-city integration, resource sharing, and industrial-financial interaction." The platform aims to improve the development environment for small and micro enterprises and solve the "three difficulties" of land acquisition, construction, and financing.

Since its opening last September, Wanyang Innovation City has attracted 11 labor-intensive manufacturing enterprises, including clothing, slippers, packaging, and electric fans, with 9 already in production. Today, the production and operation of various small and micro enterprises in Wanyang Innovation City are gradually getting on track. More than 400 local residents of Anlong have become industrial workers, and the enterprises in Wanyang City are thriving, showing growing vitality.

“Our factory currently employs about 80 people, mostly local people from Anlong,” said Wang Yuguo, head of Jinlai Garment Company, to the reporter.

Jinlai Garment is a subsidiary of Ou Mai Garment established in Guizhou. It is a company integrating garment R&D, design, production, and sales. Its products are 100% exported and are very popular in European and American countries. Its factory covers an area of 6,000 square meters and can provide 200 jobs upon full production.

Approaching Jinlai Garment, one can hear music coming from the production workshop from afar. Wang Yuguo explained that playing upbeat music while working can help workers relieve fatigue and stress, thus improving production efficiency. Wang Yuguo said that the company implements piece-rate wages; the more work done, the higher the wages. Skilled workers earn more than 4,500 yuan per month, and some can even earn seven or eight thousand yuan. Lin Fana, who lives in Qifeng Street, Anlong County, received more than 7,400 yuan in wages last month.

“I have worked in electronics factories and garment factories in Guangdong before, so I learned quickly,” said Lin Fana. This salary is almost the same as in coastal cities. Working near home, not only can I take care of my three children who are in primary school, but I can also get a salary similar to that in coastal city factories, which is very satisfying.

Wang Yuguo introduced that choosing to locate the factory in Wanyang Innovation City not only allows them to enjoy the services and policy benefits provided by the park but also fosters business complementarity among enterprises in the park. For example, Jinlai Garment's products require packaging, so they choose products from Fulian Packaging Company across the street.

The Fulian Packaging that Wang Yuguo mentioned is another company in Wanyang Innovation City, invested and registered by Fushan Paper and Plastics Co., Ltd. of Cixi City, a top 50 company in China's paper packaging industry—Guizhou Fulian Packaging Technology Co., Ltd.

According to Shen Jianfeng, deputy general manager of Fulian Packaging Company, the decision to set up a factory in Anlong is mainly to respond to the call for East-West poverty alleviation cooperation, a way for the company to give back to society.

“In Anlong, we pay our workers almost the same as in Ningbo. We implement a guaranteed wage system, with wages paid monthly. The lowest monthly wage for general workers is 3,500 yuan, production supervisors can earn 8,000 to 9,000 yuan per month, and deputy production managers easily earn over 10,000 yuan per month,” said Shen Jianfeng. In the first half of 2021, the company only achieved an output value of over 10 million yuan, far from the target annual output value. However, as long as they can survive, they are willing to continue developing in Anlong, continue to provide employment opportunities for local people, and contribute to consolidating the achievements of poverty alleviation in Anlong County.

At Guizhou Deloshi Intelligent Electrical Appliances Technology Co., Ltd., sparks are flying on the production line for electric fan nets, and worker Chen Shufen is welding steel rings.

Chen Shufen has been working at the factory for two months. “I start work at 8 am, and it takes me more than 10 minutes to cycle to the factory. I finish work at 6 pm, and I can still cook dinner for my family when I get back,” said Chen Shufen. Not only is the factory close to home, but the work is also easy.

“Of the more than 50 employees in the factory, except for me, all are from the surrounding area of Anlong,” said Yan Xiaobo, the manager of Deloshi Intelligent Electrical Appliances Company, who was sent from Ningbo to Anlong. Yan Xiaobo said that the company mainly produces heating and electric fan nets. It currently has four production workshops. Since the trial production started at the end of October last year, the company has continuously trained workers through on-the-job training. Now, the more than 50 people remaining in the factory have become increasingly skilled. Because they produce intermediate products, they produce only when there are orders, so they don't have to worry about the source of goods or sales.

According to Cai Qiping, general manager of the Wanyang Innovation City project, the total planned land area of the Wanyang Innovation City project is 1,000 mu (approximately 66.7 hectares), with a total construction area of approximately 1 million square meters and a planned total investment of 3 billion yuan. The Phase I project covers an area of 360 mu (approximately 24 hectares) and is divided into two blocks, A and B. Currently, 350 million yuan has been invested. The occupancy rate of Block A exceeds 90%, and companies such as Wo Ying Decorative Fabric, Bailekes Footwear, Jinci Pearl Cotton, Hongxing Sealing, and Huduofu Dendrobium Processing have been built and put into production. As the business of various companies gradually expands and grows, the number of employees in the innovation city is expected to increase to about 800 by August. Cai Qiping said that they are currently planning investment promotion, and Block B is expected to open at the end of this year or early next year, bringing more job opportunities.
