Since the city's large incubation cluster development mobilization and deployment meeting was held on April 22, what is the progress of the construction of large incubation clusters in various places in the past two months? Have there been any phased achievements? What new problems and difficulties have been encountered?

Recently, a research activity on the development of Wenzhou's large incubation cluster was held. Relevant responsible persons from the Municipal Science and Technology Bureau, Lucheng District, Longwan District, Ouhai District, Yueqing City, Ruian City Government, and Wenzhou Marine Economy Development Demonstration Zone Management Committee went deep into the front line of the construction of large incubation clusters, touched the new pulse of Wenzhou's innovative development, observed and learned to find gaps, learned from each other to promote improvement, and jointly promoted the large incubation cluster to achieve a new transformation.

Large Incubation Cluster Gathering Momentum, Blooming in Multiple Places

“The main buildings of the project have been completed, and the auxiliary projects are being finalized. It is expected to meet the delivery conditions in November this year.” The survey team first came to the Tianxin Tiansis Digital Economy Industrial Center (Wanyang Science and Technology Makerspace) located in the core area of Zhe Nan Science and Technology City. This is a key digital economy industrial upgrading demonstration platform built by our city. The relevant person in charge of the center introduced that in the past two months, focusing on the goal of large incubator construction, the park has been strengthening space construction while accelerating the pace of investment promotion. Currently, more than 120 technology companies have signed contracts to settle in, and more than 80 companies have expressed their intention. The companies that have entered the park include Tsinghua University Technology, Zhejiang Baoxiang Technology, Lingwei Innovation, and Shiwei Technology, etc., which are emerging technology companies led by digital technology and driven by talent.

“This is a treasure land for building incubators, and we need to gather more innovative resources to accelerate the cultivation of new driving forces.” Members of the survey team said sincerely after visiting and listening to the introduction. It is reported that the Tianxin Tiansis Digital Economy Industrial Center (Wanyang Science and Technology Makerspace) is a key provincial project, the first industrial M0 land use in Wenzhou, with a total land area of 113,000 square meters (169 mu) and a total construction area of 373,000 square meters. It focuses on building a resource gathering center radiating the entire digital industry chain in Wenzhou, building a digital economy science and technology innovation complex integrating R&D, incubation, acceleration, industrialization, headquarters, and supporting services, building a development pattern of headquarters + accelerator + industrial base, and a full-chain incubation and cultivation system of “makerspace—incubator—accelerator—science and technology park”, creating a base for innovation and entrepreneurship of high-level talents and teams at home and abroad, a platform for technology transformation and incubation of high-tech enterprises, and a digital economy industrial platform for the cultivation of strategic emerging industries.

Then, the survey team came to the International Future Science and Technology Island located in Qidu Street. At the mountain-sea cooperation “flying enclave” platform—Lucheng Taishun Headquarters Science and Technology Park, construction workers are installing exterior glass curtain walls on the two completed main buildings, which will be completed and put into use in November this year. The relevant person in charge of the Lucheng District Science and Technology Bureau introduced that it is located across the river from the Binjiang CBD, with obvious advantages in transportation and location, and superior natural ecological environment. The supporting facilities for entrepreneurship and innovation are being accelerated, and efforts are being made to enhance the brand of “Creation in Lucheng”. It is reported that the Lucheng Taishun Science and Technology Park explores the “R&D incubation in Lucheng, industrial landing in Taishun” flying enclave cooperation model, with a land area of 13.2 mu and a total construction area of 43,596 square meters. With the digital economy as the main industrial development orientation, it aims to build a comprehensive park integrating office, R&D, talent cultivation, industrial incubation, and cultural creativity.

At the very fashionable and high-value Wenzhou International Digital Fashion Innovation Center, the survey team praised that the design and operation of the incubator should be more in line with the needs of young people, and better gather the power of young people's entrepreneurship and innovation. It is reported that the innovation center is located in the core area of the provincial characteristic town, Ouhai Fashion Intelligent Manufacturing Town, with a total construction area of 174,600 square meters, including the digital fashion industrial park, the provincial audio-visual live broadcast industrial park, the Starlight Street block, and the Starlight Wisdom Park, etc., fashion bases. The relevant person in charge of the Ouhai District Science and Technology Bureau said that the center focuses on the digital fashion industry, based on Wenzhou's traditional shoe and clothing industry advantages, adheres to fashionable, intelligent, and customized development, links advantageous resources such as Wenzhou Design Institute, Zhejiang University of Science and Technology, and Wenzhou University Town, and uses the “industry-university-research-application” innovation development chain as the engine to create a “Wenzhou G104 Fashion Corridor Core Area” in multiple ways, constructing a “one axis, two rings, four groups” spatial layout of the digital fashion industry, and cultivating a national-level 100 billion fashion intelligent manufacturing industrial cluster.

Playing a “Combination Punch”, Adding 600,000 Square Meters of Incubation Area

The Municipal Science and Technology Bureau introduced the progress of the construction of the city's large incubation cluster, and the Lucheng District, Longwan District, Ouhai District, Yueqing City, and Ruian City governments, and the Wenzhou Marine Economy Development Demonstration Zone Management Committee respectively introduced the progress of the construction of the incubation base and the next step of work arrangements.

Organizing a business training meeting and a working exchange symposium on the development of large incubation clusters, starting to formulate special support policies, closely connecting with domestic professional operation agencies and holding offline docking activities… The relevant person in charge of the Municipal Science and Technology Bureau introduced that in the past two months, the city's science and technology department has accelerated the promotion of the optimization of incubation carrier layout, the acceleration of the convergence of innovation elements, and the introduction and cultivation of professional operation agencies, etc., “nine major actions”, and a good situation of focusing on goals and working together to overcome difficulties has been formed throughout the city. Up to now, the city has added 22 incubation bases that initially meet the guidance of the “seven ones” standards, with an incubation area of 600,000 square meters, completing 50% of the annual new area task, and 83 new sci-tech enterprises (projects) have settled in.

Working intensively, breaking through obstacles, the construction of large incubation clusters has played a “combination punch” and run at an “accelerated speed”. The meeting revealed that the whole city is planning and promoting the development of large incubation clusters in a “one-game-of-chess” manner, promoting the construction of incubation bases in a list-based manner, closely connecting with professional operation agencies, and carrying out cooperation and docking of science and technology innovation funds. Together with various counties (cities, districts) and functional areas, we will continue to carry out a large-scale investigation of usable incubation space. At present, a total of 55 usable spaces have been investigated in the city, with an area of 2.389 million square meters; among them, 46 incubation spaces can be put into use in 2022, with an area of 1.2708 million square meters. Establishing a talent map for attracting professional operation teams, various places have contacted more than 50 professional operation agencies, and have signed contracts to introduce 3, entered contract negotiations with 2, and reached preliminary cooperation intentions with 10. Lucheng District has established a large incubation science and technology innovation fund with a total scale of 1 billion yuan, and the total scale of science and technology innovation funds in the city has exceeded 10 billion yuan.
